The design flow rate is the flow rate for which the hydro turbine is designed. It is also, typically, the flow rate at which the turbine operates at maximum efficiency, although HOMER assumes the turbine efficiency is constant.
HOMER uses the design flow rate to calculate the hydro turbine flow rate and the nominal hydro power.
